libmoe-dev software package provides library to handle multiple octets character encoding scheme (devel files), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libmoe-dev
libmoe-dev is installed in your system.
Make ensure the libmoe-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libmoe-dev *
You will get with libmoe-dev package name, version, architecture and description in a table
